I don't really subscribe to the idea of reading only API 650 and API 620 without a proper engineering guidance is appropriate. However, designing the first API 650 bucket tends to give overconfidence to the vast majority of young engineers and that leads invariably to mistakes in following more demanding designs. The API 620, 650 are indeed far to prescriptive to require extensive engineering experience. However there is much more to designing a tank than doing some calculations using someonelses data and without proper knowledge and experience you could make some fundamental errors. Er well apart from the fact you may get more attention if you posted in the "storage tank" forum, API 620 covers a wide range of pressurised tanks as opposed to the near atmospheric tanks of API 650, not only cyrogenic, but in that respect I agree with dsb123, those companies guard their knowledge well.
